PROPOSED SOLUTIONS

NYPA and LS Power Grid New York, collectively as Five Boro Energy Connect, submitted 12 joint proposals to the New York Independent System Operator (NYISO) in response to its Public Policy Transmission Need solicitation to deliver offshore wind generation into New York City. The NYISO has advanced all of the 12 proposals past the Viability and Sufficiency Assessment (VSA). FIVE BORO ENERGY CONNECT PROPOSED SOLUTIONS INCLUDE:

  • Ability to connect at least 4,770 MW of offshore wind generation to the New York electric transmission system.

  • Site control for onshore HVDC converters.
  • Avoidance of AC submarine cables in state waters, minimizing environmental and other impacts associated with waterways.
  • Ability to minimize terrestrial underground cables throughout New York City, resulting in less disruption to residents and less environmental impact.
  • Flexibility for OSW interconnections and potential cost savings by leveraging Federal Investment Tax Credits, ultimately resulting in lower costs for electricity consumers.

FIVE BORO ENERGY CONNECT WILL DELIVER COMMUNITY BENEFITS, INCLUDING:

  • Creative and cost-effective solutions for New York energy consumers.
  • Minimal community impact across neighborhoods.
  • Use of local workforce, when possible, to support local economic development.

  • New and upgraded substations strategically located across New York City to provide the most efficient and reliable flow of clean energy with minimal community impact.

  • Reduced greenhouse gas emissions.

FIVE BORO ENERGY CONNECT WILL DELIVER STATEWIDE BENEFITS, INCLUDING:

  • Increased power and redundancy to the state’s transmission infrastructure network to meet New York’s growing electricity needs and accommodate delivery of clean energy to high-demand areas.

  • Enhanced resiliency of the electric transmission system by fortifying the transmission system with state-of-the-art, modern, durable infrastructure.
  • Environmental impact mitigation by leveraging existing industrial locations and optimizing the submarine cable routing to limit impacts from new transmission constructed in New York’s waterways.

  • Creation of thousands of clean energy and construction jobs to engage New Yorkers in advancing a clean energy economy.

  • Minimized impacts on consumers through reduced transmission congestion and lower production costs.
